Seeking Executive Director


About the Association of Washington Healthcare Plans

The Association of Washington Healthcare Plans (AWHP) represents all health carriers in Washington State. AWHP health plans cover over 7 million Washingtonians.

AWHP is the voice of the carrier community providing information and analysis from the carriers’ perspective to policy makers and regulators and supporting solutions for the complex healthcare issues confronting our state.  AWHP was formed 22 years ago to advocate for a stable insurance market, and we have continued that work for decades on behalf of all Washington insurance markets.

About the Position

The Executive Director leads and manages the overall activities of the Association with initiative and exceptional organizational skills. The Executive Director communicates industry positions on current and potential policy options, represents members to media outlets and state leaders and decision-makers, and works with stakeholders on high-profile legislative and regulatory issues.  

The Executive Director reports directly to the Board Chair of AWHP and maintains accountability to the AWHP Board Officers and Board of Directors.

Essential Functions Include:

·  Leading the Association by developing and directing organizational strategy through board and member engagement.

·  Bringing strong public relations skills and presence to serve as the face and voice of AWHP.

·  Administrative proficiency; able to help develop and effectively implement Board policy/strategy.

·  Actively engaging as a member manager who will prove and expand AWHP’s value to members. 

·  Providing management and oversight to staff.

·  Pursuing additional funding sources for the Association.

·  Leading Association lobbyists, regulatory staff, and state programs staff to further member interests.  

·  Staying engaged with committee chairs and provides support when necessary.  

·  Overseeing the annual budget and dues assessment, including Member Plan billing and financial updates, maintaining files and records, including those required by    state and federal law, and making filings with the Internal Revenue Service, the Secretary of State, and the Public Disclosure Commission.

·  Facilitating communications between healthcare plan industry and state agencies and legislature, both formally and informally, through written communications and    facilitating meetings between health plans and state agencies, such as the Governor’s office, the Health Care Authority, the Office of Financial Management and the    Office of the Insurance Commissioner.

The Ideal Candidate

AWHP seeks a seasoned leader who is deeply committed to the success of AWHP and is a strategic leader who is capable of overseeing the successful function of the organization as a whole. The Executive Director must have demonstrated leadership skills and set a standard of engaging people at all levels. For this important role the Board seeks a dynamic, highly credible, unifying leader who is deeply committed to the success of the industry and who exhibits a high level of transparency, diplomacy, and professionalism.

The ideal candidate is a creative, innovative team player who can work effectively with AWHP’s Board of Directors and members bring an entrepreneurial spirit and be committed to supporting the best interests of AWHP. Honesty and integrity are critical.

This position requires someone who is politically savvy, comfortable seeking and receiving input from the Member Plans and adept at working with the media.

Desirable Qualifications

A bachelor’s degree and at least 5 years professional work experience in the business administration, healthcare administration or health insurance field. A master’s degree is preferred. Preference will be given for experience in association administration. Candidates must have strong written and verbal communication skills; the ability to work effectively with diverse groups of stakeholders; integrity, a positive attitude, self-directed; and the ability to establish and maintain a home office.


The Executive Director’s starting salary depends on experience and qualifications. Total compensation is competitive.

Christopher Bandoli

Executive Director



Chris is an experienced government relations professional with more than a decade of experience in advocacy, policy analysis and political strategy. He has an intimate knowledge of the legislative process, a track record of successful engagement with Washington state lawmakers, and familiarity with legislators, legislative and agency staff, and the broader legislative advocacy community.

Chris has led government affairs teams at multiple prominent organizations including Regence BlueShield and the Washington State Hospital Association, where he most recently served as a Senior Vice President. In his new role, Chris will lead the association in its mission of ensuring affordable health care coverage for all Washingtonians through a competitive marketplace that preserves consumer choice and quality care, builds on the stability and success of existing coverage programs, and supports innovation.

Chris is a seasoned leader who is deeply committed to the success of Washington’s insurance market and its ability to deliver affordable coverage. We’re excited to see him take on this role with his extensive knowledge and experience.

Chris received a master’s degree in political management from The George Washington University and a bachelor’s degree in history and political science from Indiana University.

Jennifer Ziegler

Contract Lobbyist



Jennifer has over 20 years of legislative and government relations experience.  She served as staff counsel to the Senate and House Transportation Committees, the Government Relations Director for the Washington State Department of Transportation, and Governor Christine Gregoire’s Transportation Policy Advisor.  She is the owner of Jennifer Ziegler Public Affairs. Current clients include HNTB Corporation, the Washington Economic Development Association, Toyota of North America, the Boys and Girls Clubs of Washington, and the Washington Roundtable.  

Jennifer is a member of the Washington State Bar Association, the Association of Washington Business, and a board member of the South Sound YMCA, the Washington Department of Transportation Memorial Foundation and the Washington Highway Users Federation.

Kelly Tower

Operations Manager



Kelly joined AWHP in 2018 with over a decade of work in allied health care services. As a former business owner and home care agency administrator, Kelly ensures the association moves forward successfully by providing behind the scenes operational support to membership, vendors and staff. Raised in Woodinville, Kelly moved to Texas where she received her bachelor's degree from Texas State University. She relocated to Olympia in 2006 to start up her home care franchise, selling it in 2017. Kelly is married and enjoys spending time with her family outdoors, traveling the world and biking with her husband and daughter.
